I'm not a gardener (don't have a garden) myself, but I know that my paternal grandparents (who are amazing gardeners) always start planning for next spring during the (previous) summer. I grew up in a house with a huge (and well-organized!) garden, and I miss it now that I live in a tiny apartment. It is most definitely NOT too early to start planning... if you order seed from a catalog this is probably the time to start picking things out. Once you figure out the shape of your garden and your beds (do you have driplines, or will you water by hand?) you ought to get a notebook for your gardening (or I suppose you could do it by computer) and map out where you planted everything this year.
